Some of you may have received a hard copy by mail. If you wish to access a copy electronically, you may do so at: http://www.fws.gov/r1srbo/SRBO/Plumck.htm, or at; http://www.plumcreek.com/eleader/initiatives05.htm. The purpose of releasing this report now is to reflect the relatively greater detail and effort of the scoping process for this particular HCP project (fairly extensive public meetings, plus many informal meetings and conversations), and to provide interested parties with an additional step in the process to be engaged and informed. One complaint about past HCP processes is a lack of information on the process as it proceeds. Although scoping reports are usually included as an appendix to the Draft EIS, we release it now to facilitate communication on this HCP. If you require additional information, or have suggestions as to how we can better communicate on the process, please contact me. Although this is not necessarily an opportunity to provide additional comment on the process, if you do have comments or ideas, I would be interested to hear them. Finally, if you need a hard copy of the report mailed to you, please let me know and we will send one out.
