This is a remarkable achievement, given the general increase in sample size and complexity. This early release is the result of many factors: states submitting their data in a timely manner; the hard work and dedication of Survey Operations staff; the revamping of computer codes; and migrating data processing from the mainframe to the LAN. Many thanks to state and CDC staff for helping greatly improve the timeliness of our data. \par }{\plain \f2\fs22 \par }{\plain \f2\fs22 We are currently reviewing cooperative agreement applications. The good news is that there will be more than $5 million available this fiscal year. This represents a substantial increase in BRFSS resources over the past two years, and I appreciate the support that BRFSS is receiving from Gary Hogelin and Dr. Jim Marks.\par }{\plain \f2\fs22 \par }{\plain \f2\fs22 Planning for the 2001-2010 questionnaire continues. I presented information on the planning process this month at the National Conference on Health Education and Health Promotion, and will be presenting at the Council of State and Territorial Epidemiologists (CSTE) annual conference on June 29th. A needs assessment form was sent to CDC members of the BRFSS working group asking them to prioritize BRFSS measures for their programs. I have received a number of comments about the redesign, and I welcome hearing your thoughts. The biggest challenge is trying to manage the high demand for data by programs with the desire of states to have a shorter set of required questions.\par }{\plain \f2\fs22 \par }{\plain \f2\fs22 We received many comments about the 1999 BRFSS conference. Our biggest challenge is meeting the needs of the varied audiences (state coordinators, those directly involved in survey operations, and researchers) who attend the conference. Generally, attendees had positive comments for the training sessions (CATI, question assessment, data analysis), the opening and closing speakers (Drs. Groves and Kreuter)., and the reduced number of competing sessions. Many people, however, did not believe that there was adequate time for discussion of the proposed 2000 questionnaire changes. There appears to be interest in having more training opportunities at future conferences for advanced data analysis and use of SUDAAN. With the exception of the airfare, most people were pleased with Minneapolis as the host city. Fred Breukelman facilitated the meeting, and Ken Condon took notes. The discussion was lively, especially regarding the proposed 2001 overhaul of the BRFSS. Coordinators expressed concern about the lack of documentation of BRFSS data sets. It was recommended that users ask for the program SAS98OUT for comprehensive documentation of the data set. It was also suggested that there be more consistency between states in the management of unknown and refused (missing data) in the data set.\par }{\plain \f2\fs22 \par }{\plain \f2\fs22 There was much discussion about states requesting monies for FTE\'92s to increase capacity, especially for analysis, in the application for funds from CDC. Many coordinators expressed concern that money might not be available in future years to maintain any positions they would request. Other discussion focused on funding questions in general. The question of \'93science versus money\'94 was discussed. If there is an \'93inviolate core\'94 with questions based on need, will this result in fewer dollar being available to the BRFSS?\par }{\plain \f2\fs22 \par }{\plain \f2\fs22 There was discussion about the need for letters from top management at CDC to state health officers, or perhaps from ASTHO, to increase awareness and support for BRFSS programs.\par }{\plain \f2\fs22 \par }{\plain \f2\fs22 Many coordinators felt that CDC/BSB should support some sort of SUDAAN training in the next few months. It was suggested that a regional training could serve to mitigate the cost of training. A mentoring system was recommended to increase communication between experts within the states, and coordinators and analysts less familiar with SUDAAN. A listserve or mailing list was recommended to facilitate this proposal.\par }{\plain \f2\fs22 \par }{\plain \f2\fs22 There was consensus among the coordinators that the next conference should include an additional day for data users \_ perhaps a day for SUDAAN beginners, and a day for advanced SUDAAN users. It was suggested that the time for coordinator discussion of the core questionnaire be lengthened. There was a long, lively discussion about the proposed changes for the 2001-2010 questionnaire. It was suggested that the conference materials and BRFSS web page include a list of subject area experts (e.g. smoking, physical activity, nutrition, etc.) at CDC.\par }{\plain \f2\fs22 \par }{\plain \f2\fs22 There was some discussion of sampling issues, especially the potential for the exclusion of zero banks from the sample.}{\plain \f2 \par }{\plain \f2 \par }{\plain \b\f2 Contractor\'92s Forum}{\plain \f2 }{\plain \i\f2\fs22 \par }{\plain \i\f2\fs22 Lee Ann Mayo & Vicki C. Lewis, }{\plain \i\f2\fs22 Southern Research Group}{\plain \f2\fs22 \par }{\plain \f2\fs22 \par }{\plain \f2\fs22 More than twenty representatives of BRFSS contractors representing data collection in 23 states and Guam, along with two observers, met at the Contractors\'92 Forum on Thursday, May 6. The group was charged with one specific item and also held a general discussion on the BRFSS program.\par }\pard \sl0\tx0\tx720\tx1440\tx2160\tx2880\tx3600\tx4320\tx5040\tx5760\tx6480\tx7200\tx7920\tx8640 {\plain \f2 }{\plain \b\f2\fs22 \par }{\plain \b\f2\fs22 Contractor Representation in BRFSS Working Group}{\plain \f2\fs22 The participants of the Contractors\'92 Forum were charged with establishing and implementing a process for selecting a contractor to serve on the BRFSS Working Group. The contractor will serve as a liaison between the working group and all other BRFSS contractors. The participants suggested that the selected contractor follow a similar protocol used by the state coordinators on the Working Group to update the contractors. It was decided that the representative to the Working Group serve a 2-year term. \par }{\plain \f2\fs22 \par }{\plain \f2\fs22 BRFSS Contractors submitted four nominations along with a brief paragraph written by the respective nominees outlining how each plans to represent and communicate with other BRFSS contractors. Southern Research Group compiled the nominations and emailed them to each contractor. Each contractor group had one vote. SRG tallied the votes and it was determined that the selected representative to the Working Group is Kara Sumner, of Clearwater and the alternate representative, Amy Fusek, of Wisconsin Survey Research Laboratory. The process used for selection, as well as the position itself, will be evaluated at the 2000 BRFSS conference.\par }{\plain \f2\fs22 \par }{\plain \b\f2\fs22 Quarterly Data Submission}{\plain \f2\fs22 It was brought to the group\'92s attention that certain BRFSS states were submitting data on a quarterly basis and other contractors might be interested in doing likewise. The contractors requested clarification from BSB on whether quarterly data submission is acceptable protocol. }{\plain \f2 }{\plain \b\f2\fs22 \par }{\plain \b\f2\fs22 \par }{\plain \b\f2\fs22 Medical Terminology Clarification}{\plain \f2\fs22 Another point of discussion was the need for a list of definitions for medical terminology to be used in training so that all states are coding consistently. The consensus was that this would be useful to contractors and to states that collect their own data. It was also suggested that it would be helpful if there were a specific individual at BSB to answer medical terminology questions.\par }{\plain \f2\fs22 \par }{\plain \f2 }{\plain \b\f2\fs22 Enhanced Communication Vehicle}{\plain \f2\fs22 Contractors suggested that CDC provide a service for fielding questions on data collection and protocol, with the answers posted on the internet in a format accessible to all. It was also suggested that the contractors utilize a list serv, web site, or \'93threaded\'94 discussion group for communication purposes. \par }{\plain \f2 }{\plain \b\f2\fs22 \par }{\plain \b\f2\fs22 DSS}{\plain \f2\fs22 DSS sampling questions were once again discussed. Some contractors were interested in receiving information on efficient ways groups had found to implement the DSS methodology. This is a feature that allows a household to have up to four telephone numbers ring on one phone line. Incidentally, Kathleen is currently serving a 3-month assignment in Bangladesh, working in the area of polio surveillance and eradication. Shayne Bland attended the Society for Research in Child Development Biennial Conference and presented BRFSS data on injury prevention behaviors among children. More recently, Shayne presented results from an analysis of fruit and vegetable intake from the BRFSS to the Society for Epidemiologic Research. This work resulted from Shayne\'92s collaboration with staff in the Division of Nutrition and Physical Activity at CDC. Both Karin Mack and Julie Bolen are busy preparing for upcoming presentations. The CSTE survey on state BRFSS topic priorities was undertaken to provide formal, quantifiable feedback from state BRFSS programs regarding topic priorities. Anticipated state data needs is the most important criterion in planning the 2001-2010 questionnaire; thus, the final results of this survey are of critical importance. \par }{\plain \f2\fs22 \par }{\plain \f2\fs22 In Phase I of the survey, BRFSS coordinators were presented with 152 specific measures and 20 general measures developed primarily from current BRFSS questions. Coordinators were asked to select forty specific measures and 8 general measures, based on consultation with their state health colleagues. Forty-nine states and territories responded, and I presented findings at the BRFSS conference in May. }{\plain \f2\fs22 There was a high level of consensus: For specific measures, the top 40 items were each supported by 18 or more states, while the remaining 56 measures received little or no support (i.e., 5 or fewer votes, with 15 items receiving no votes whatsoever.) \par }{\plain \f2\fs22 \par }{\plain \f2\fs22 For Phase II of the survey, coordinators were asked to choose and }{\plain \i\f2\fs22 prioritize}{\plain \f2\fs22 15 topics from the 40 specific measures; and 5 of the 10 top general measures from Phase I.
