The creation of an NIE under the auspices of the National Science Foundation will provide the opportunity for non-regulatory integrated science on environmental issues, significantly improving the scientific basis for environmental decision-making and policy. There is a real opportunity NOW for the NSF to obtain an additional $20-50 million necessary to establish an NIE. The Senate Appropriations Committee is currently setting the parameters for the FY1998 budget allocations. The Senate Appropriations Subcommittee for VA, HUD, and Independent Agencies will mark up Monday, July 14. The following is a draft letter to convey your support for the allocation of an additional $20-50 million to the NSF for the creation of the NIE. The NIE would provide a non-regulatory venue to engage diverse stakeholders, including leading scientists, environmentalists, community leaders, state and local officials, business leaders and minority communities, in the goal of better understanding our environmental challenges. The NIE would be able to provide cost-effective solutions and take into account not only the work of scientists but of the best researches in the social sciences and economics to gain a complete picture of our environmental challenges. The proposed NIE would: Assess what is known about environmental issues, Fund peer-reviewed research on environmental resources, systems and sustainability, Communicate credible information through electronic and other means, Support science-based environmental education and training and Create a stakeholder governing board, comprised of both researchers and users of research to determine environmental research priorities.
