He has decided to establish residency in Washington and has been attending school. His last tax was filed in Texas and he has not paid WA excise tax. His tabs are due in June 1999. He has applied for residency Fall 1999. When can he be considered a resident? Has Dr lic 2/20/99 Has declared WA as his state of legal res with military. Has registered to vote in WA .
