Leave the subject line blank, and put "send omb.a130.rev2" (without the quotes) as the first line of the body of the message. *************************************************************************** FY93 LIBRARY FUNDS RETAINED BY HOUSE-SENATE CONFEREES Many thanks to all those who contacted congressional offices. Your messages were heard. The House-Senate conferees on HR 2118, the FY93 supplemental funding bill, finished their work on the evening of June 30. The conference agreement follows the Senate lead in leaving library and education program funding intact for the current fiscal year. The conference report (H.Rept. 103-165) on HR 2118 must now be approved by both House and Senate. This final step is expected before Congress recesses over the 4th of July holiday. However, since congressional action is no longer pending to rescind the funds, there should be no further delay in making awards under the Library Services and Construction Act title VI library literacy program, the Higher Education Act title II-A college library technology program, or the HEA II-B research and demonstration program. *************************************************************************** HOUSE PASSES FY94 LIBRARY PROGRAM FUNDING On June 30, the House passed HR 2518, the Labor, Health and Human Services, and Education Appropriations Bill for FY94, by a vote of 305-124. No changes were made on the floor to the levels approved by the House Appropriations Committee for library and education programs. This means that for FY94, the House has approved current funding levels for all LSCA and HEA library programs except LSCA V foreign language materials acquisition. LSCA V, funded at $968,000 in FY93, would be eliminated in the House-passed bill. The Senate Labor-HHS-Education Appropriations Subcommittee has not yet made its recommendations for these programs. *************************************************************************** OERI OFFICIAL CONFIRMED On June 24, the Senate confirmed President Clinton's nomination of Sharon Porter Robinson, a former National Education Association official, as Assistant Secretary for Educational Research and Improvement in the U.S. Department of Education. OERI includes the Office of Library Programs, which administers federal library programs under the Library Services and Construction Act and the Higher Education Act.
