Short:    Kills "TO:" lines from tics

 I had the problem beeing a node and passing through nodediffs etc. The
 problem was that some Point systems rejected those files. I discovered
 that my BOSS added "TO:" lines to the TIC`s. These lines are not defined
 in FSC-28 "FwdSpec - A Collection of Notes on Moving Files in FidoNet"
 but my Boss and my Points accepted & used those lines but ftick doesn`t.
 So i wrote this tool to simply delete those lines from the tics.
