I'd say Debian or Gentoo (they seem to give the most power over what 
actually gets installed). A few years back, I managed to get Debian 
installed on a 250MB partition on my old RiscStation (64MB, ARM 7500FE), 
and it even had a GUI (OK, so it was FVWM, but it did the job)
