My hazardous guess is that it was not written with multi-threaded
libraries.

You might have only 3 choices.. 
get multi-threaded or other update (not likely but check ebay/archaic
software web pages)
re-write
get off that machine with the multiple processors

It is hard to think much more about this without more information etc.
