This is the wrong newsgroup for questions about 5.5.
This newsgroup is for the pre-Builder versions.
The 5.5 compiler is actually the commandline portion of Builder 5.
Builder newsgroups have the name "cppbuilder" in their names.
A likely newsgroup for your question would be
borland.public.cppbuilder.commandlinetools
or maybe (don't know, might be for full Builder IDE only)
borland.public.cppbuilder.install

Did you also follow the other instructions on that page?
Such as setting the path in autoexec.bat or the environment variables
if using XP?
