Under Windows NT,  there is a function  CommandLineToArgvW
to change the command line to arguments.

However, this function is not suitable for GUI appliction of Win32 platform
Windows(Windows 95, 98, Me).
Under Windows 98, using the above function will
casue exception throw when application starts.

Is there any alternate method to change command
line to arguments for the GUI, not console appliction
under Windows 98?
