CICNet is running the e-serials archive. CICNet is an regional Internet provider based out of Ann Arbor, MI. CICNet was started by the Big 10 Universities, who also make up the "Committee on Institutional Cooperation" (the "CIC" in CICNet). The Big 10 schools all have Big Libraries, and they have an interest in collecting just about anything that exists. CICNet agreed to start trying to gather electronic journals, and the library folks agreed to come up with some policies for what to collect and what not to collect. (What do you do with stuff like "The Electronic Porn Gazette"?) One point about the archive is that is fuctions more like a library than a publishing house. We don't make space avaiable for people to archive their journals, rather we point to some master location and collect it all togther. However, the archive is all real text, not pointers, to ensure that the material won't be lost if the original archive goes away. The archivist who makes all this work is Paul Southworth; he can be reached as pauls@cic.net. We don't have a formal procedure for requesting that journals be included, but basically if you want something in, send a message to Paul and let him know what you have. The archive was actually started by Billy Barron, now of University of Texas.
