The Technician license is good for all ham priviliges above 50 mhz. To get it you must take a written test but no code test. There is no fee for this to the FCC but the volunteers giving it may (most do) charge a fee up to whatever the FCC sets as the maximum. There are the low power handy talkies around 460 mhz that is free to all. .
