The NTSC signal specification has always had 525 lines of vertical resolution, only 480 of which are used for picture information. The varying figures you give are for horizontal resolution, which does vary from about 200 lines in VHS to 400 lines with Super VHS up to over 500 lines for DVDs. This is an optical figure rather than a hard specification. .
