In fact, he wasn't.  He was *projecting* one, several years down the
line, and moving in that direction, but the Spring 2000 Recession
probably put an end to even that.

Have a look at any Almanac.  There's not a single recent year where the
National Debt stayed the same or went down.  Deficits were run every
year.
