Of course that wouldn't "cause" the mutation, just make it beneficial. Of course given that this is Star Trek, a more likely cause than mutation would be "interbreeding with the natives". That being said, making Romulans into ridgeheads was a bad idea. For one thing, having them be identical to Vulcans on cursory inspection was an important element in Balance of Terror and changing that doesn't add anything. .
