I don't know if you're "sissy" impression is due to his cultured British accent or not, but, as for "arrogant", almost all the Starfleet personnel come across as arrogant (the only two exceptions I can think of are O'Brien and Ezri). They all carry themselves with a clearly-superior air about them. As for favorite character, one of mine is Quark; you have to keep an eye on him, but you know where you stand with him. Given the fact that I'm a raving capitalist myself (but more toward the ethical side), and given how the smugly-superior Feds always treated him with such disdain and contempt for living by his beliefs and values (he exposed so well the hypocrisy of the "tolerant, open-minded, accepting" Federation), I'd have sided with him if I were on the station. I especially loved his pre-lockpicking diatribe to Sisko in "The Jem'Hadar". He was exactly right.
