My explanation is along the lines of the genetic experiment thing we saw in Ent with the Klingons. Perhaps the Romulans started and perfected this soon after the exodus from Vulcan. (Stronger ridged Romulans) Always ready to do one better, maybe Ronulan spies managed to get wind of the Klingon experiments (or just wind of the virus) involving the khan-esque humans with out knowing the end results and that produced the "smoothies" we saw in TOS, until it could be *mostly* eradicated in by the time of TNG, as we saw a "smooth" Rom in ST5 and old Spocko managed to pass for a Rom in TNG. -- Qa'pla Kweeg Ten of Canadian Clubs in the Eeeevil Trek Cabal http://members.shaw.ca/iksbloodoath "Half a gallon a'scotch!"
