I figured the reason for this discussion was that the facts shown were 
in conflict with each other and the discussion was being had to propose 
reasons why.

Why do Romulans in ENT have ridges while the Romulans in TOS do not and 
why do some Romulans in TNG have them while others do not?  If you have 
a canonical explanation for this, let's hear it.  Otherwise, let us be 
free to theorize.
