Sinai, which is part of what made them worthy to receive the Torah (because they were unified "as one" and unity pleases God) Often, also, Israel is prophetically referred to as "Jacob"(Israel's original name) and thus the pronoun "he" is appropriate. Sometimes the prophet will refer to Israel as "she". . . So there's no special significance in Isaiah saying "he". . .
