I don't know...when I lived in MN back in the spring of '98 between the 
melting snow and the rains it flooded the neighboring towns of East 
Grand Forks, MN and Grand Forks, ND so bad that the water completely 
engulfed and destroyed the brigde connecting the two towns...if memory 
serves, that bridge is approx 80 feet above the river...most of the 
buildings in Grand Forks were completely covered with water...way worse 
than what happened in NO...after seeing this happen, if heavy rain fell 
continuously for 40 days and nights, I could see it covering the 
earth...just my opinion though....
