Like I said...right now it's all speculation and I suspect the source
of the information (at least the soure's political leanings and agenda)
based on timing and convenient non-disclosure of the writer and sources
of information.

Subsequent non-partisan parsing of the whole issue (if that's possible)
will tell us all we need to know.

BTW, in case you've forgotten, I'm an "old school" Republican
(first-registered in '68) who takes strident issue with many of the
positions and practices of today's "born-again" GOP and the
"Rove-inian" way the current Administration focuses on spin rather than
action in the country's interest.

Also...I have several friends who are current (and former)
mid-to-upper-level decision-makers w/FEMA.  Located here in Dallas,
their main communications center is in Denton, 30 miles to the north.

All have been warning of such a scenario (not necessarily New Orleans)
