This is a lot of what I have heard. The President tried to act within the Constitution. The President acted early. The President did everything he could PRIOR to the storm to be prepared, but was stymied at the state and (for a while) local level. Now, if you want to criticize the post-storm response, that's fair game. But you can't blame the President for that either, if he was trying to coordinate things beforehand. TC .
