I dunno about budget constraints, which are always there, but there were
several epis where other things caught up with them:  Even in S2, there was
the infamous "double episode" "The Web"/"The Net", and in S4 there was "The
Rock".

It's been claimed that the story arc was supposed to end up all along in
its final season on Earth-- and there were plenty of special effects in
that season.
