I couldn't, but every computer model run after it passed over Florida had it hitting the Gulf coast as a cat 3 or 4. It's true no one could have known it would strike exactly where it did, but ANY cat 3 or 4 hurricane on the Gulf coast is going to be a BIG problem, and preparations should have been started. Even if you don't start five days out, by three days out they were 90% sure where it would land, response - nothing, two days out they were 95% sure where it would land - still nada. While I admit to being no great fan of GW. Even I can't lay this all at his doorstep. FEMA has been gutted by every president since Reagan. Slowly turning it from a genuine emergency management system into a "free money for idiots who build beach houses on sandbars" fund. The integration into DHS was just the nail in the coffin. .
