I'm with Nick, FEMA was created for exactly this sort of thing in mind, however since 9/11 their focus has been on reorganizing with DHS to cope with Terrorism, and a tremendous amount of effort put into continuity of government and disaster recovery excercises. I was grilling with my ex-FEMA buddy this weekend, and of course this came up as a topic of conversation. Ordinarily this is exactly what FEMA does, and does well. When he worked for them, his job was to show up at a disaster, and assess damage, that assessment let people back in DC know how much money they needed to obtain for the people to get rebuilding assistance, and other federal money to help them get back on their feet. -- "Do not seek to follow in the footsteps of the wise.
