I am reasonably certain he wont be doing any work (physical) so what would he
gain by going to the scene. Day after might have given some hope to some people
but as time went bye it looked lamer and lamer. 

And actually the time to act was leading up to the storm. As I mentioned
elsewhere, things should have been sitting and waiting for the all clear, to
begin funneling such aide as was availible. I can't imagine a mayor managing
such a collasol event or even the govenor, if the president couldn't.
