I was in New Orleans for my honeymoon almost 7 years ago (7 years next
week, actually...).  Tropical Storm Francis hit and Bourbon Street got a
REALLY good rinsing.  At one point we were sitting in a cafe watching
the water rise, and rise...  I think it got up to 5-6 inches deep. 

Later, we were only able to find one restaurant open, and you had to
walk through mud to get to the ladies' room.
