He has more important priorities than Emergency Mangement.  He has to get 
the message out:

"Director Brown, thanks for joining us. As things stand, what is your 
biggest challenge tonight as we speak?

Mr. MICHAEL BROWN (Federal Emergency Management Agency Director): Stone, I 
think it's conveying to the American public just how catastrophic this 
disaster is."
