Gov. Rick Perry's office earlier indicated that 25,000 refugees would be sent to San Antonio, but Hardberger said the city would get a portion of that figure. "We intend to welcome these people with open arms and try to give them some dignity that these circumstances have taken away from them," Hardberger said. "We will not fail to respond the way we would want to be responded to." Hardberger said he expects refugees to begin arriving Thursday night. The refugees will be sent to KellyUSA, where they will be processed and housed at a 320,000 square foot building. Most of the hurricane victims are expected to arrive by bus, but those arriving by car will be sent to the Red Cross for processing and then will be sent to KellyUSA. Even though the building at KellyUSA is enormous, Hardberger said other buildings are being looked at just in case. Refugees will be given the basic necessities, such as food, water and housing. They will also have access to health care. Hardberger said the major hospital systems have indicated they are ready to provide care. University Hospital is prepared to vacate an entire floor if necessary. Hardberger also said local corporations have offered assistance. SBC plans to provide cell phones and H-E-B plans to donate food.
