They haven't counted the dead yet because they are trying to use the resources that are available to rescue the living. The dead can't be saved, the living can. The up side for the tsunami victims, if you can really have one, was that the water would naturally recede. The water in New Orleans will not naturally recede. Every bit of it will have to be pumped out. Yeah, it is stupid to put a city below sea level that is surrounded on all sides by water but, hey, we didn't put it there.
