He's just someone who believes in absolute loyalty to law and duty, and
is only recently being forced into situations where no matter what
choice he makes will break at least one of the two.

This one in particular had impact because of what happened with Pomey.
After that he had once again convinced himself that there was never a
good reason to disobey his orders.
