The terms of office are determined by the constitution as well. A huge part of Boy King's campaign bullshit had the theme of "Don't chage captains in midstream." Obviously a perfectly irrational approach to governing. When someone fucks up as badly as he did, the correct thing is to FIRE him. But with Bush, incompetence is awarded with medals and promotions.
