In all the shots of the Pegasus and all references to the ship 'n Cain's command, there was no mention (unless I missed something) of her commanding a "fleet", there was only the Pegasus. So, it appears that the Pegasus ran across a civilian ship here and there, recruited the personel that they needed and either destroyed the civilian ship (lest it fall into Cylon hands) or let it on its way. It would be different if the Pegasus had incorperated a civilian government, possibly with another member of the council onboard (someone who would outrank the current President, now that would be interesting). But from all appearences (unless the next episode introduces something new, like an old Perry Mason episode where the key facts to solve the case do not appear until the last two minutes), the Pegasus was NOT accompanied by a large (as in, several times the number of the Pegasus crew) civilian presence.
