 Well the party that is in opposition, i.e. not in power, takes various 
of it's own M.P.'s and makes them responsible for the different cabinet 
posts. For example you would have a shadow minster for health and a 
shadow foreign office minister, The idea being that they both look for 
mistakes made by the "real" minister and that they get the training 
required if and when their party gets into power that they need to hold a 
ministerial position.
