That's the nature a speculation type of a market. Some people bet their money
something will happen and others bet it wont.

In this case they bet by buying cude oil on the market. IF it doesn't actaully
rise, then the bought high and may end up selling low. 

We'll see the 'w' administration's energy policy go into action.
