Which is why it needs to be one of a slew of measures, we aren't just talking about increasing gas prices, although in this country farmers get diseil at a reduced price, it's about efficiency. Importing kiwi fruit by plane is a hell of a lot different from getting your potatoes from a farmer across the state when he uses a train to transport them.
