And yet the prisons are full to over full to busting the seams. 
How is that posible with a system designed to let people go?

/me muttering... on the one had too many people are getting off when we follow
the law and on the other hand too many people are in jail when we follow the
law. [IDEA] just have everyone do away with crime and all the problems are
solved.... off into the sunset, camera fades... {CUT}
