It's not like Bush travels without loads of advisors and isn't constantly updated on what's going on, no matter where he is. But Clinton understood that the appearence of doing something, even if you're not, comes across better on tv. And for that, I give Clinton full credit. Whether Clinton could've handled this situation better than Bush, considering the extra layers of beaurocracy and poor reaction of state and local officials is something for idle chat I guess. Ken .
