I was watching FOX news last night... channel flipping by my wife I 
assure you...

Their commentator said something along these lines;

IF (30% (Rick's number)) the Oil Refining in the US is inacessable... 
(understand they don't make OIL there, they refine it...) therefore 
opening up strategic reserves of OIL to the accessible 70% that can still 
get Oil from other sources is not necessary.

Maybe though the Financial Times will have credibility where Faux News 
doesn't.

Notice the EU keeps OIL and GAS(Petrol) reserves, not just oil.

They also say its 10% refining, 20% production, where 30% comes from I 
don't know...
