I was in college long ago when fraternities were still fairly strong, and I knew lots of nice people in them. The term "Frat-boy" was typically reserved for individuals who were big partiers, not academic, and who were crude and destructive (to property) when drunk. And they often treated women poorly, except for the one they finally married. So in the case of Dubya, I don't think it's membership in a fraternity that earned him the name.
