I don't know how you lot do it over there but here when we need to evacuate a large area the police,fire brigade and when required army go house to house knocking on doors and helping people to safe areas which are local buildings deemed safe and converted for emergency use. Usually with sleeping arrangements, food etc provided. Pretty standard stuff and I should imagine much less of a well oiled machine than one that is required each year.
