Precisely. A hurricane hitting an affluent area is a bad thing, no doubt.
But when it hits a place where people have no money - hell, most of these
people didn't even have cars, so vacating the city was a difficult if not
impossible prospect - it's a whole 'nother ballgame. To say this is
"America's Tsunami" is hardly an exaggeration.
