Good point. It's pretty obvious to me that few local charitable drives or 
organisations are going to be able to handle the complexities of trying to 
provide just what each individual thinks they need.  Maybe that's an 
argument for government doing more, including coordinating the wonderful 
humanitarian impulses of individuals.

Government is never perfect - but who else is gong to do it?
