I think the simplest way would be to have no uploads directory, hmm?

Or to redefine the uploads directory to be nul: ?

How come you don't want to allow uploads?
You still get final say over what stays on the BBS &/or what becomes made
available for downloading(if you're concerned about your liability with
reespect to illegal stuff (& little hackers deliberately trying to set you up
out of vengeance cuz you wouldn't give them cosysop status on their 3rd call!
*LOL*)

(yeah, there are them types out there, sadly!)
