IMHO

First the person should be nominated, establish a time frame until voting takes
place.  Give the person who is to be voted "limited" club access. So that ppl
can get to know the person. More or less a probation period.

As far as current club members voting, I would only count actual ballots. Can't
assume that not voting means "no".

Have the new "pledge" convince the current membership how he/she will benefit
the "Club" now and in the future of the club.

Personally I am not a member of any club, but have worked at private clubs.

During the "probation" period it is the responibility of the "Pledge" to
provide refreshments? That will prove their commitment.

Personal, political views should not prevail, It's hard to get "any" group of
ppl together in one place and have them all agree on everything.
