IMHO First the person should be nominated, establish a time frame until voting takes place. Give the person who is to be voted "limited" club access. So that ppl can get to know the person. More or less a probation period. As far as current club members voting, I would only count actual ballots. Can't assume that not voting means "no". Have the new "pledge" convince the current membership how he/she will benefit the "Club" now and in the future of the club. Personally I am not a member of any club, but have worked at private clubs. During the "probation" period it is the responibility of the "Pledge" to provide refreshments? That will prove their commitment.
