I'm out of my area on demographics dicussions, so I won't speculate on what is happening. I do know it's a social and not ethnic issue. Statistically, my community (Prince Georges County -- just east of D.C.) is 65% black and more than 85% total ethnic minority (among the top five nationwide on that figure, I think). Like other close-in DC communities, we grapple with our share of "urban" issues -- largely drug-related crimes. However, we don't suffer from systemic unemployment, political corruption or the other problems I'm sensing might exist in the New Orleans culture. I'm a stone's throw from the Columbia Air Center ("Croom" section of the county), which is an airport opened in 1940 by localy black aviator hobbyists who encountered discrimination at other DC-area airports then.
