You post to me, but you don't quote my words -- you quote someone elses 
words.  So I'm guessing what you're responding to here...

Governments create budgets.  Only so much money is available. *This* much 
gets spent on roads.  *This* much is designated for the navy.  *This* much 
is earmarked for the CDC in Atlanta.  *This* much goes towards the poor.  
*This* much goes to fund a dumb-ass war in Iraq which has no rigidly 
defined goal thus making it impossible to win, therefore preventing us 
from ending it, ever.

Now, GWB may be one of the haves, or the have-mores, and that's fine by 
me.  He may even be asshole enough and insensitive enough to say so 
publicly.  But none of that changes the facts:  Money budgeted and 
disbursed for a particular project should *not* be diverted for "the poor" 
or for *any* other reason.  

Now some fool is trying to tell me that money earmarked for the 
construction of a levee should be spent on a golf course so a greenkeeper 
can get a job.  What crap.  You're trying to tell me that a golf course 
was built so a greenkeeper could get a job, and not because a have-more 
wants to become a have-even-more?  Bullshit.  

Oh, and you know that unemployed greenkeeper?  Tell him they need a good 
shovel-pusher down by the new levee.
