Well assuming that the citizens of Florida want to live as much as the citizens of LA... Wouldn't it be a low risk assumption that the death toll should be nearly the same. (with simialr storms) We don't have alot of huricanes to compare statistics over. But if large numbers of LA folks were killed, (as compared to similar storms in FLA) it would be time to start looking into the why's of disaster actions.
