This is one of the reasons the Army could not just take over the police functions within the localities effected by the storm. The biggest problem in this storm was State-Federal conflicts resulting in time delaying buracricy. An example is that all the people going into the affected areas to voluntair to help were subjected to searches under the homeland security act and there weren't enough federal agents to provide those searches.
