Let's say you have a city that's below sea level, and every expert on the planet qualified to make the assessment of it's viability says, "Hey... We've learned some new stuff about storm patterns and hurricanes and things, and these here levees and pumps are not only in disrepair, but they're not ACTUALLY rated for what we originally rated them for. It'll take $500,000,000 to effect corrections to the system." Then, the president, Super-Genius that he is, says, "PORK!" and only writes a check for $166,000,000, and Congress only ups that to $250,000,000. Now. Either we can assume Frank's on the ball here and GWB knows better than EVERYONE else (except Frank, of course, who's just as smart as GWB himself) and they only REALLY needed $166 mil, making the $250 mil Congress approved wasteful by $84 mil, or we can visit reality and recognize that $250 mil was skimped off the top despite the clearly-defined need because $100s of BILLIONS was more important an expense in Iraq. *rubs chin* Hmmm.
